Amends Chapter 19A (Protection of Animals) of NC General Statutes by adding a new Article 7 (Miscellaneous Provisions) to establish a prohibition on certain leases, offers to lease, sales, and offers to sell cats and dogs.

SB 451Expansion of Current Single-Use Plastic Bag Prohibition:
Amends Chapter 130A (Public Health), Article 9 (Solid Waste Management), Sections 309.122 (Certain Plastic Bags Banned) and 309.125 (Applicability) of NC General Statutes to expand the current ban on certain plastic bags by retailers.

SB 613Statewide Animal Abuser Registry:
The “North Carolina Animal Abuser Registry Act” amends Chapter 14 (Criminal Law) of NC General Statutes by adding a new Article 47A (Animal Abuser Registry) to create the North Carolina Animal Abuser Registry and to prohibit a person convicted of repeat animal cruelty violations from owning an animal for a certain period of time.

REG 2021-001Pet Dealer Licensing, Recordkeeping, Standards Amendments: Proposed rulemaking amends and readopts Title 02 (Department of Agriculture & Consumer Services), Chapter 52 (Veterinary Division), Subchapter 52J (Animal Welfare Section) of NC Administrative Code by: 1) Adding a new Section 52J.0105 (Licenses & Registration) to provide that all operators of an animal shelter, pet shop, public auction, dealers, and boarding kennels must have a valid license/registration; 2) Further amending current sections regarding recordkeeping requirements and standards for primary enclosures, facilities, sanitation, veterinary care, transportation, and euthanasia.  PENDING
ORD 2021001Raleigh Dangerous Wild Animal Possession Ordinance:
Proposed ordinance would amend Part 12 (Licensing & Regulation), Chapter 3 (Animals), Article A (General Provisions), Sec. 12-3004 (Definitions) and would add a new Article F (Wild or Exotic Animals), Sec. 12-3076 (Possession or Harboring of Wild or Exotic Animals Prohibited) to the City Code of Raleigh, NC to prohibit the harboring or possession of wild and dangerous animals within the City.
