Amends Title 9 (Civil Code: Ancillaries) of Louisiana Revised Statutes by adding a new Section 2800.28 (Limitation of liability for veterinary professionals who report animal cruelty) to provide for liability immunity for veterinary professionals who report animal cruelty, neglect, or other prohibited acts towards animals.

Amends Title 30 (Minerals, Oil and Gas and Environmental Quality) of Louisiana Revised Statutes by adding a new Section 2549 (Single-use plastic bag prohibition) to prohibit a retail sales establishment from selling, offering for sale, or providing single-use plastic bags.
