Ask Congress to Exclude Anti-Pet Language From the Farm Bill

The U.S. House of Representatives is expected to vote soon on the Farm Bill—making this a critical moment for pet policy.

It is essential that Congress pass a clean Farm Bill.

A clean bill ensures that important, bipartisan, science-based policies can move forward without being derailed by unrelated or controversial amendments. One of those key policies is the Healthy Dog Importation Act—a measure supported by the Pet Advocacy Network, the American Kennel Club, the American Veterinary Medical Association, and the National Animal Interest Alliance.

This legislation is critical to:

  • Protect the health of dogs entering the United States
  • Reduce the risk of zoonotic disease transmission
  • Strengthen oversight and traceability in dog importation

However, these important protections are at risk.

Some Members are pushing to attach unrelated language—misleadingly labeled the “Puppy Protection Act”—to the Farm Bill. This proposal is driven by activist groups that seek to restrict responsible pet businesses and licensed breeders.

Including controversial, one-size-fits-all mandates like this jeopardizes the passage of the Farm Bill itself—and with it, the Healthy Dog Importation Act.

A clean Farm Bill is the best path forward.
It allows Congress to:

  • Advance meaningful, widely supported animal health protections
  • Avoid unnecessary policy conflicts
  • Deliver real results for animal welfare and public health
