Amends Title 18 (Criminal Code), Article 9 (Offenses Against Public Peace, Order & Decency), Part 2 (Cruelty to Animals), Section 18-9-204.5 (Unlawful ownership of dangerous dog – legislative declaration – definitions) of CO Revised Statutes by removing “serious bodily injury” from exemptions for certain professionals.

HB 25-1180Prohibiting Pet Animal Sales in Public Spaces:
Amends Title 35 (Agriculture), Article 80 (Pet Animal Care & Facilities Act), Section 35-80-108 (Unlawful Acts – Short Title – Disclosure Requirement – Definitions) and Section 35-80-114 (Criminal Penalties) of Colorado Revised Statutes to prohibit the transfer of pet animals in public spaces, classifying violations as a class 2 misdemeanor.

HB 25-1207Pet Ownership Barriers – Residential Housing Structures:
Amends Title 24 (Government-State), Article 32 (Department of Local Affairs), Part 7 (Division of Housing-CO Housing Act of 1970) and Title 39 (Taxation), Article 22 (Income Tax) of Colorado Revised Statutes to mandate for pet allowances in publicly financed housing.

SB 25-0159Veterinary Telehealth Restrictions:
Amends Title 12 (Professions & Occupations), Article 315 (Veterinarians, Veterinary Technicians and Veterinary Professional Associates) of Colorado Revised Statutes to allow veterinarians in Colorado to establish relationships and prescribe medications through telehealth, with certain exceptions.

SB 25-0168Prevention of Wildlife Trafficking:
Amends Title 33 (Parks & Wildlife), Article 6 (Law Enforcement & Penalties – Wildlife) of CO Revised Statutes Annotated to add species that appear in Appendix I to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES Appendix I) to the wildlife covered under Colorado’s wildlife trafficking laws.

REG 2025-001Pet Animal Care Facilities Act (PACFA) Amendments Rulemaking:
Rulemaking amends the Pet Animal Care & Facilities Act to: (1) Change threshold numbers for the breeding, rescue and shelter of herptiles; (2) Update enclosure, cleaning, sanitation and isolation requirements for some species; (3) Add a new rule requiring certain vaccinations for dogs, cats and ferrets imported into Colorado; and (4) Update recordkeeping requirements for dogs and cats in grooming, boarding/training and pet handler facilities.

ORD No. 6-2025Greeley Pet Sale Ban Ordinance:
Amends Title 10 (Animals) of Greeley, CO Municipal Code by adding a new Section 10-69 to prohibit the retail sale or display of dogs and cats in city pet stores.

ORD No. 2025-1718Windsor Pet Sale Ban Ordinance:
Amends Chapter 10 (General Offenses), Article IV (Offenses Against Public Peace, Order & Safety) of Windsor, CO Municipal Code by adding a new section to prohibit the retail sale of dogs and cats in the town.
