HB 387Intentional Balloon Release – Marine/Wildlife Protection:
Amends Title XII (Public Safety & Welfare), Chapter 163-B (Litter Control Law), Sections 163-B:1 (Declaration of Intent), 163-B:3 (Unlawful Activities) and 163-B:4 (Penalties) of NH Revised Statutes Annotated to prohibit the release of 20 or more lighter-than-air balloons, due to the environmental hazards posed by deflated balloons to wildlife and marine animals.

HB 593Non-Economic Damages Awards – Loss of Consortium:
Amends Title LII (Actions, Process & Service of Process), Chapter 507 (Actions), Section 507:8a (Loss of Consortium) of New Hampshire Revised Statutes Annotated to provide that a person is entitled to recover damages for loss or impairment of right of consortium involving the death of that person’s pet when caused intentionally or recklessly.

SB 290Animal Abuse – Definition Amendment:
Amends Title LXII (Criminal Code), Chapter 644 (Breaches of the Peace and Related Offenses), Section 644:8 (Cruelty to Animals) of NH Revised Statutes by amending the existing animal cruelty statute by introducing a specific definition of “torture” within the context of animal abuse cases.
