Amends Title 49 (The Environment), Chapter 1 (General Provisions), Article 1 (Department of Environmental Quality) of Arizona Revised Statutes by creating a new Section 49-119 (Checkout bags; civil penalty; enforcement; definitions) to prohibit the use of single-use plastic bags in retail establishments.

SB 1030Companion Animal Death – Economic Damages:
Amends Title 32 (Professions & Occupations), Chapter 21 (Veterinarians), Article 3 (Regulation) of Arizona Revised Statutes by adding a new Section 32-2240.04 (Malpractice Action; Damages) to provide for economic damages awards for the death of a person’s domestic animal.

SB 1032Penalties – Veterinary Misconduct:
Amends Title 32 (Professions & Occupations), Chapter 21 (Veterinarians), Article 3 (Regulation), Sections 32-2232 (Unprofessional or dishonorable conduct) and 32-2233 (Revocation or suspension of license or permit; civil penalty; report of perjury) of Arizona Revised Statutes to further provide penalties for certain conduct by veterinarians.

Amends Title 33 (Property), Chapter 10 (AZ Residential Landlord and Tenant Act), Section 33-1315 (Prohibited provisions in rental agreements) of Arizona Revised Statutes to prohibit landlords from discriminating against certain dog breeds.

SB 1456County Commercial Dog Breeder Permits:
Amends Title 11 (Counties), Chapter 7 (Intergovernmental Operations), Article 6 (Animal Control) of Arizona Revised Statutes by adding a new Section 11-7-1020.01 (Commercial dog breeder permits; fee; definition) to require commercial dog breeders to obtain a county-issued permit, with counties setting the application process and fee.

SB 1457Dog and Cat Hobby Breeder Registration/Regulation:
Amends Title 3 (Agriculture), Chapter 11 (Ownership, Control & Regulation of Livestock), Article 1 (Animal Services Division) of Arizona Revised Statutes by adding a new Section 3-1211.01 (Office of domestic companion animal health and welfare; permit; fees; powers and duties; civil penalty; definitions) to: (1) establish a regulatory framework for companion animal breeders; and (2) provide penalties for non-compliance.

Recordkeeping Requirements: Amends Title 44 (Trade & Commerce), Chapter 11 (Regulations Concerning Particular Businesses), Article 17 (Pet Dealers), Sections 1799.08 (Civil penalties; enforcement actions), 1799.10 (Pet stores; pet dealers; prohibitions on dog and cat purchases; recordkeeping) and 1799.11 (Pet dealer regulation; state preemption) of Arizona Revised Statutes to: 1) Allow for city, town or county enforcement of violations of this section with certain restrictions; and 2) Provide additional sourcing restrictions and breeder inspection report recordkeeping requirements.

SB 1658Animal Cruelty Definition Expansion:
Amends Title 13 (Criminal Code), Chapter 29 (Offenses Against Public Order), Section 13-2910 (Cruelty to animals; interference with working or service animal; release conditions; classification; definitions) of Arizona Statutes to expand the definition of animal cruelty to include failing to provide medical attention and broadening the definition of cruel neglect.
