Amends Title 44 (Trade & Commerce), Article 17 (Pet Dealers), Section 1799.71 (Unlawful public sale of animals; civil penalty; definitions) of AZ Revised Statutes to strike a certain exemption for the offense of unlawful public sale of animals (that it applies only when it occurs in a county with a population of 800,000 persons or more).

Amends Title 32 (Professions & Occupations), Chapter 21 (Veterinarians), Article 3 (Regulation) of AZ Revised Statutes by adding a new Section 32-2240.02 (Veterinarian client patient relationship through electronic means; consent; prescriptions; scope of practice) to provide for a veterinarian-client relationship through electronic means with certain restrictions.
