The Colorado legislature is reviewing the Pet Animal Care and Facilities Act (PACFA)—a law that sets standards for pet stores, breeders, and animal care facilities in the state but leaves key gaps in oversight of rescues. Alyssa Miller-Hurley, vice president of government affairs at the Pet Advocacy Network, published an op-ed in The Grand Junction Daily Sentinel, arguing that legislators should address this vulnerability as they weigh changes to PACFA.

“Rescue has become a multimillion-dollar industry in Colorado,” writes Miller-Hurley. “It’s time for regulations that ensure that animals sold through the rescue system have the protections they deserve. Care is care, and all animals deserve the same levels of protection.”
